PRELIMINARY ROUND
In 2004, for the first time, a Preliminary Round was held in the World Peace Song Festival. OGAE Italy point out this is only to maintain the Global aspect of the Contest, as so many European countries wish to participate.
In 2004, Germany, Norway and Malta contested for a place in the final.
